The project was launched by the American philanthropist Howard G. Buffett together with the State Administration of Railway Transport of Ukraine 'Ukrzaliznytsia' in the fall of 2023. After a blackout following a missile attack on power infrastructures in Kharkiv on 22 March 2024, the train arrived in the region to provide people with hot meals. For the three days since the blackout, a team of cooks prepared more than 15,000 portions of food for residents of Kharkiv and the region, the head of the Kharkiv Regional State Administration Oleh Synehubov said.
