According to local media, an armed man had taken the commuter bus' passengers and driver hostage. Shots were reported at the scene. The head of the National Police's regional department, Yuriy Kroshko, said the attacker had threatened hostages with a firearm and an explosive device. Ukraine's Deputy Interior Minister Anton Gerashchenko said the alleged hijacker had identified himself as Maksym Plokhoy. The suspect also claimed he had planted another explosive in an unspecified crowded location in Lutsk and said he would set off that bomb if his demands were not met.
