The governing council announced today that they will create a provisional parliament that will assume sovereignty from the U.S. occupation administration headed by L. Paul Bremer. The change in power is expected to take place by June 2004. This is a significant change from the previous policy of the Bush Administration, notably because the parliament will be selected instead of elected, and no constitution will be in place when power changes hands.
