Petain had formed a government in 1940, after the French war defeat against Germany, which had its seat in Vichy, in the unoccupied part of France. He was appointed chief of the budget with almost absolute powers. From 1941, the conservative-authoritarian Vichy regime lost more and more of its popular support.
